Therefore, public administration and good governance are two complementary concepts that aim to enhance effectiveness, transparency, and accountability in public administration. The study aims to shed light on the legal organization of the Ministry of Foreign Affairs in Iraq and Egypt in light of the principles of public administration and good governance. In order to achieve the goal of the study, the study identifies the legal organization of the Ministry of Foreign Affairs in Iraq and Egypt, the difference between the two legal systems in the two countries, and a study of the laws and regulations that regulate the work of the Ministry of Foreign Affairs in Iraq and Egypt.
