Analyzing the Role of Political Pressures from Parliament Members on Government Appointment Processes: A Legal Examination and Its Impact on Good Governance and Administrative Transparency

Background and Aim: Good governance and administrative transparency constitute fundamental pillars of sustainable development. This study examines the impact of political pressures from parliamentary representatives on governmental appointment processes and their consequences on administrative systems. The primary research objective is to conduct a legal analysis of these interferences and propose solutions to strengthen meritocracy and reduce administrative corruption.
Materials and Methods: This descriptive-analytical study employed library research, legal documents, and interviews with 15 administrative law experts, and analysis of field data. The statistical population included 50 governmental appointment cases from 2021-2023 and surveys of 150 government employees. Data analysis was performed using SPSS version 26.
Ethical Considerations All ethical principles have been followed in writing this article.
Findings: The findings reveal that 68%of examined appointments were influenced by political pressures. Institutions with politically- influenced appointments showed 3 times higher rates of administrative corruption. 74% of employees believe promotions are based on connections rather than merit. Political interference caused a 35% increase in specialist employee turnover. Only 5% of complaints about illegal appointments were resolved.
Conclusion: The findings reveal that political pressures exerted by parliament members constitute a significant threat to good governance. This study proposes several measures, including the establishment of an independent appointments commission, the implementation of a system to ensure transparency in recording appointments, and prompt criminalization of unlawful interventions by parliament members. Furthermore, the study underscores the necessity of strengthening the oversight mechanisms of the Administrative Justice Court.
