Penalties as one of the main tools of criminal policy, along the history of Iran, has changed traditional and punitive approaches to corrective and therapeutic approaches. This transformation is not only due to social, cultural and political changes, but influenced by the theories of modern criminology and international comparative studies. The present paper analyzes the transformation process of punishment in Iran using an analytical-descriptive approach and analyzes the role of correction and treatment in the formation of new criminal policy. The main axes of the research include examining the historical monuments of punishment, critique of past criminal systems, correctional and therapeutic approaches, and providing practical examples of successful and unsuccessful experiences in Iran. The findings of the research show that the tendency for corrective and therapeutic punishment does not only cause more deterrence, but also to empower the individual and reduce the return for crime.
